The Substance Abuse Mental Health Services Administration's (SAMSHA's) Center for Substance Abuse Prevention (CSAP) is the lead Federal agency in developing policies, programs, and services to prevent the onset of illegal drug use, particularly adolescent substance abuse. The following document summarizes the major findings of the National Cross-Site Evaluation of High-Risk Programs, which highlights the effectiveness of prevention programs and practice, and identifies critical targets for strengthening protective factors in youth at high risk for substance abuse.
